Labor resource security as a component of economic security of the state

The national economy within a fairly short period of time has undergone significant changes, which were most associated with the transformation from the planned to the market model. Against the background of significant transformation processes, the prob­lem of ensuring the economic security has become even more urgent.

Preserving, protecting and promoting the development of labor resources today already forms the problem on the solution of which the economic security of each state depends. There are real obstacles to the direct application of foreign experience, because the current structure, conditions for development and the state of the national economy are unique due to rapid and drastic changes. Along with this, in the conditions of Uk­raine, this problem is becoming increasingly relevant as a result of complex internal transformation processes and increased external political pressure, which requires its consideration in the context of ensuring labor safety as a separate component of the state’s economic security. It can be argued that today there is already an understanding of the importance of ensuring labor resource security, but there is no scientific basis for solving this complex problem.

Today there is a fact of a critically small number of scientific publications on ensuring labor safety. Despite the importance of ensuring labor resource security, there is no clear identification of its place and role in the system of state economic security. There is a certain identification with other components, in particular demographic and social.

The author’s interpretations of labor resource security as the ability of the state to ensure the formation, development, distribution, protection and effective use of labor resources to achieve economic interests and strengthen the competitiveness of the national economy have been presented.

The author work is based on an effective approach, that is, not a statement of fact about the level of security, but the formation of a system that would be able to regulate the processes associated with the formation, development and distribution of labor resources. Such a system should unite institutions that determine the real need of the state for labor resources, their quality, development needs and opportunities, the ability to realize interests within the country, factors of labor migration and the impact on the level of national security.

It is substantiated that labor resource security should protect labor resources from the negative impact of external and internal threats. It should be emphasized that we are talking about threats like demographic, social and others, which to some extent affect the labor resources of the country. That is, labor resource security must ensure adequate protection of labor resources from all possible threats.

It is proved that labor resource security must ensure the achievement of economic interests primarily through their interconnection at the level of an individual, enterprise, industry, region and state. This interoperability allows you to avoid the emergence and development of threats.

It has been substantiated that enhancing the competitiveness of the national eco­nomy is important not only in terms of enhancing globalization processes, but is also relevant due to internal transformation processes and the need to achieve the level of countries that are already forming a post-industrial society. It is the economically developed countries that, on the one hand, are the orientation target for Ukraine, but on the other hand, the competitors for the most valuable development resources are labor.

It has been proven that the interpretation and structure of the state’s economic security cannot remain unchanged. Today, the challenges that stimulate the revision of the basic principles of ensuring the economic security of the state as the basis of the country’s independence are becoming obvious. The development of theoretical and methodological foundations for ensuring labor resource security is the answer to modern challenges for Ukraine, when not only the territory needs protection, but above all its labor resources.
