The relationship of social expenditures with a constitutional choice of Ukraine has been grounded. The implementation of expenditures on health, spiritual and physical development, education, social protection and social security has been analyzed and evaluated. The trends of ratio of social expenditure budget authority in the context of state and local budgets have been determined. The basic directions of reforming social services and population social protection financing have been set in the context of European integration priorities of Ukraine.
