Economic security of fuel and energy complex: theoretical bases of ensuring

The fuel and energy complex of Ukraine today is in a very difficult position due to the political and economic instability that has arisen as a result of the hostilities. This constant negative impact of the main environmental factors destabilizes the economic development of the enterprises of the fuel and energy complex and requires the use of a new mechanism for ensuring the economic security. In addition, significant changes have occurred in the internal environment of domestic enterprises, ranging from lowe­ring the planning system and ending with the use of outdated management technologies. All this does not allow domestic enterprises to function normally, but only to constantly «survive». Therefore, today it is very important to study the theoretical aspects of economic security, as the basis for the formation of an appropriate and modern system for its provision.

The essence of the concept of «economic security» has been researched. The interlevel model of economic security has been formed, which includes the following levels: national, regional, and individualized. The basic approaches to the interpretation of the concept of «economic security of an enterprise» have been defined with the emphasis on the fundamental thought that the author has laid. According to the results of the analysis of scientific literature, its own interpretation of the concept of «economic security of the enterprise» has been formed. On the basis of the conducted research, the definitions of the essence of the concept «economic security of the fuel and energy complex» have been defined. The economic security of the fuel and energy complex should be understood as such a state of the aggregate of enterprises in the electric power industry, coal mining, fuel and oil refining industries, which can protect both the economic interests of each individual enterprise and the strategic interests of the state by applying a range of countermeasures to all types of threats.

A phased scheme of ensuring the economic security for the fuel and energy complex of Ukraine has been suggested. Ensuring the economic security of the fuel and energy complex is a process that provides the diagnosis of both external and internal environment of its operation in order to develop the measures to ensure a stable development, taking into account the government influence and interests. In such process, the effective use of all available resources should play an important role, and a proper assessment of the current level of economic security should be carried out.
