In the work, the preconditions for the emergence of risk, which always accompanies the life of society, have been determined based on the methods of system analysis. In ad­dition, the risk is characterized by a close relationship with human life, resulting in an increase in the number of risks in certain periods of time.

It has been shown that in the modern world, the risk has become a constant factor that today surrounds the society. In the course of any type of activity, there is the possibility of formation and manifestation of risk. The definition of the concept of “risk” in the field of emergencies has been given: it is a potential opportunity for the implementation of natural, man-made and other hazards that entail human sacrifices and significant material damage to the interests of society and the state. In modern society, there are a significant number of emergencies, which are mainly classified by scale and origin: man-made and nature-related. The main purpose of the authorities is to reduce the incidence of risk and reduce its impact.

Hence there are the following important conclusions: the critical parameter is the response time, that is, the time lag; risk management systems arise, as a rule, at a late stage in the evolution of society; for this system to work well, it must necessarily have sensitive recognition bodies that respond quickly to weak signals and are able to assess risk as soon as possible. This effect is manifested in systems of a wide variety of nature, including social ones, that is, it refers to a class of system-wide phenomena, the consideration of which requires a radical change of existing views on a large number of key concepts in the field of risk management.

Thus, the expediency of creating integral man-machine complexes – macrosystems “man – the technical system – technosphere”, in which new safe technologies are introduced taking into account the features of the socio-cultural environment, has been substantiated.

New methods and techniques of work will significantly increase the level of safety, as well as reduce the costs of eliminating the consequences of the emergency, as confirmed by indicators of official statistics of emergencies in Ukraine.
